To the Regional Director , Little League International Headquarters, And Brazilian Little League Community.
I am writing to formally introduce myself as the newly elected District Administrator (DA) for Brazil District 2. My primary mission is the reactivation of this District to ensure the continued growth and institutional strengthening of Little League within our national territory.
Although I have not yet had the opportunity for a formal introduction to the Regional Director, our board has already commenced operations with the sole purpose of expanding Baseball and Softball in Brazil. Following the guidelines and certifications I recently completed through Little League University, we successfully conducted our elections for the 2026 term. Furthermore, we have established a comprehensive strategic plan to ensure that the Little League Brazil District 2 Official Program becomes a robust reality.
Regarding the recent Congress in Indianapolis, while we did not receive a formal invitation to attend, we felt excellently represented by District 1 and its DA, Mr. Edson Hashizume. He has done commendable work with the more traditional Brazilian teams, helping them understand the democratic administrative system and the core objectives of Little League®. Although our DISTRICT has been stablished since 2005, we were facing some political issues to get it working the way it should.
Geographic Strategy and Growth:
In the state of São Paulo—excluding the “Yellow Region” (Little League Cantareiras, D1 Capital)—District 2 recognizes all other designated colored regions as part of our jurisdiction. This includes the regions of Osasco, Mogi, and Arujá, where we are actively working to register new teams.
It is important to note that, as in the United States where leagues are defined by population density and geographic boundaries (ZipCodes), the Cantareiras League is currently at full capacity regarding team potential. Therefore, according to Little League regulations, new leagues in adjacent areas must be integrated into other Districts to ensure healthy growth and proper oversight.
Our Operational Philosophy:
Unlike traditional federative structures, the Little League global structure is unique. Our teams connect directly to Williamsport, PA. As District Administrator, my role is to serve as a facilitator: analyzing documentation and supporting League Presidents in recruiting new teams, schools, or clubs. Any organization willing to manage youth Baseball or Softball programs is welcome. Our focus is on providing world-class training and support for parents, volunteers, and athletes.
Institutional Relations in Brazil:
Regarding the local landscape, we respect the existing agreements between the CBBS (Brazilian Baseball and Softball Confederation) and District 1. It is our firm belief and expectation that no Little League team should be prevented from participating in CBBS tournaments should they choose to federate. Conversely, we expect that the CBBS will not hinder any team or child wishing to participate in official Little League tournaments, whether within Brazil or abroad.
Our commitment is, first and foremost, to the children and the integrity of the game.

Since I was not present at Indianapolis this year, I participated by heart, but didn’t get all the strategic plan for our growth in region 6. But , as being the district formerly designated to take care of Teams out off São Paulo Capital, o have invited many teams to grow our leagues.
I Asked Ms Becky Bassett to input one of 5 Leagues/ teams , other than the already existing ones.
Ely Yahir Angulo Martinez.. Is the President of the New Little League Caxias do Sul RS.
Mrs Jaqueline Eloisa Cornelius is the League President of the New

As you may notice, although I haven’t been introduced , I am getting help from some DA’ s from other regions to get the informations i coulnt get yet., that kindly have helped me in spreading the values of our organization through out our 26 states in Brazil.
